Red Vivienda Cooperativa is now a member of the European Housing Alliance, launched by the European Commission under the European Affordable Housing Plan, adopted in December 2025. The Alliance brings together Member States, regions, cities and housing organisations to share experience and advance concrete action on the housing crisis.
We will bring the experience of non-profit cooperative housing with long-term rights of use and collaborative housing: models run by their residents and protected from speculation. These approaches have an established track record across Europe and a growing presence in Spain, where they continue to face regulatory barriers and difficulties accessing land and finance.
Our membership comes at a time of new European initiatives. The Commission has presented the proposal for a Regulation known as the Affordable Housing Act, aimed at enabling responses to the shortage of affordable housing, particularly in areas facing the greatest housing pressure.
Alongside this, the Pan-European Investment Platform for Affordable and Sustainable Housing brings together financing instruments and institutions. Its examples include a loan from the Council of Europe Development Bank to Sostre Cívic, backed by InvestEU, to develop cooperative housing in Catalonia.
We want to help turn this European momentum into recognition, finance and public policies that enable cooperative and community-led housing to grow, while safeguarding resident participation, protection from speculation and long-term affordability.
Our next steps will be to contribute to the consultation on the Alliance’s 2027 work programme and take part in the plenary meeting scheduled for January that year.
